I want a rate structure that promotes economic development.

This rate structure is designed to keep current businesses in the community and to attract new businesses to the area by setting attractive or consistent rates for certain customer classes.

An image showing a tap pouring water with text that indicates that the water rate for water used in tier one costs five dollars per one thousand gallons, water used in tier two costs four dollars per one thousand gallons, and water used in tier three costs three dollars per one thousand gallons. The sewer rate is nine dollars per one thousand gallons.

For example, a manufacturing facility uses 5,000,000 gallons of water in a quarter. Using the economic development rate structure, the customer would be charged for 1,000,000 gallons at the Tier 1 water rate ($5.00x1,000) plus 1,000,000 gallons at the Tier 2 rate ($4.00x1,000) plus 3,000,000 at the Tier 3 rate ($3.00x3,000) plus 5,000,000 gallons at the sewer rate ($9.00x5,000) for a total of $63,000.
